Am I correct in thinking that site targeting is only at the Campaign level? If so, once you set up the campaign, can you edit the sites that are targeted? I can't find out how!

When you are in the Ad Group level of the campaign there should be Tools: close to the left hand top right under todays date. You should see an add sites link that will let you find new sites to add. You can deleted sites with the Edit sites and CPM link.

I'm testing out the demographic targeting - any thoughts?
