I would actually change this to read: If your bid amount is set lower than the number 9 spot, then your ad will not show up on the first page.
To be even more clear, there may be more than 9 ads on a page (with a typical max of 11: three on top, and eight on the right) - but any number of advertisers may have ads showing on succeeding pages of the Search Results.
I wish they'd tell me what the max and min bidders are bidding! Or do they? I dunno?
Because one's ad postion is not just determined by price - but is also determined by Quality Score - information about competitors Maximum CPC (or Min CPC) is not given - nor would it be particularly useful or actionable.
