I opened an AdWords account two weeks ago, and hadn't received a single impression until a few hours ago. My first email to AdWords support received no response. My second, which I titled URGENT (and got back an automated reply straight away), was later replied to and told me:

campaign named 'Starter Campaign' wasn't running.
AdWords Specialists have just reviewed your ad, and it should now be running.
Your ad wasn't showing for a short period of time because it was in review.
Note: Some ads require review before they can run. At this time we're unable to
disclose additional details about the ad review process. We apologize for any
inconvenience.
