Used to offer 15% discount apparently - which some agencies passed on to their clients!
Talk about an advantage - I had NO IDEA some people were paying 15% less than me - just because they used an agency.
Our PPC budget was probably bigger than quite a lot of the small agencies - though we've scaled it back over the past few years - because it stopped being profitable. 15% discount would have made all the difference.
Anyone getting this discount could have outbit their competition on every term - am I the only person who didn't know what was going on?

There is no such law in the UK and media only agencies have worked on much smaller margins for many years. Also different media have applied different commission levels for years.
