Is it possible to Block a Google search partner?

Does anyone know where I can find a list of Google's search partners? And - Do you know if it's possible to block one of them? Like if you put the url into your blocked sites list will it be blocked?

I have a search portal that is sending me a lot of non converting traffic. I don't want to block it if it's just adsense, but if I'm paying them the normal search price I need to dump them. But I don't want to block all of the search partners, becaus some of them are great converters.

It's definately the same ones.

I've sent a complaint to my adwords rep to see if I get a reply on Monday. I've done a search, and I'm not the only one complaining about this.

When I do a search on the main offender, they have a history of promoting themselves through adware and viruses. Putting their url into a google search, actually brings up a whole list of adwords ads selling antivirus and anti adware software. It's hard for me to believe that Google would partner with this site. I have not confirmed that they are a google search partner yet, but they are a search portal, and their links are not the normal adsense type links.
