I know someone on Google that constantly creates new accounts then once it is billed and credit card declined they create another account again and again. Is this something to report, if so who should be contacted?

That's exactly why Google should open the prepayment billing method to all advertisers. It's available on Yahoo/Overture.

or probably mailworks want to know, whether it is possible ot not? dont try to play this game with google, think if google decides to send the domain in sandbox, can you sustain?
