Ad below me shows the exact same page just on a diff domain

Support told me because it is on a diff domain it's fine. I say BS. Anyone know about this?
The ad in question is 100% the same content.

It is allowed. Nothing in the TOS protects against this.

ok, so i changed my display url to his and he was gone, however, now he just created a new ad and put an 's' on the end of the display url. google needs to start reviewing and flagging stuff better. now i have to wait till they open to complain.
