min. price of keywords at adwords

I'm trying to bid on a keyword that no one is even bidding on, but they want 20 cents for it for the keyword to be active. Also, I other keywords i'm bidding on only has around 3-4 people bidding on it, but they want $1 for it. Is there a way to bypass this?

No, you will have to pay the $1 for about 2 to 3 clicks and then you can try to decrease the CPC for the keyword. Sometimes it will take and sometimes it will not. You should read up about virgin keywords and see if your words fit into Google vision of this category.

what nancy99 is suggesting is right. You make it active at $1 and then gradually decrease it.

Google might make your kws active for a while. This is what Google had replied to one of my email regarding "clicks are registered even if the kws are inactive":

"Inactive keywords will not show for searches on Google or our partner sites. However, it is possible that if your overall quality score increases, it may be enough to pull your keywords back into the active state either for a moment or possibly even permanently.

Therefore, if you notice that your keyword is still marked 'inactive' by our system, yet has registered an impression, it is likely that it was only active for a moment. That is why you may see that some of your inactive keywords have received impressions."

So there are chances of your kws getting triggered.

Also, Google considers kws for placing ads in content newtwork.
Another reply from Google regarding the same:

"Keywords which are marked inactive for search may still help generate impressions, click and charges for your ads on the content network, if you have the content network enabled. This is because the Adwords system examines all the available keywords in an Ad Group to match your ads with relevant content network sites. In some cases, keywords which have proven ineffective when triggering your ad for search turn out to be very effective when triggering content impressions. In other cases the keyword is simply useful as context in helping the system determine the overall subject areas of your ads."
