I need to create about 200 ad groups. I have all the keywords in a database. Can I create a CSV and import that into AdWords? Any developer tools for this?

Some possible routes:
1. Develop something through the adwords API (or find someone (such as an agency) who has already done it 2. Speak to your AdWords rep and ask if he/she can do a bulk upload for you

Are their any tools for sale that use the API? I tried searching for this and didn't get much.
