If I take my ad down for a bit and let the other ad outrank mine, then put mine back up, I get that .08 for a short time then back up to a high ammount.
Any logical reason for this? The keyword has a 38% CTR with months of consistant traffic totaling 16K clicks.

Im sure thats what hes doing.
Your competitor is probably just increasing their bid whenever your ad shows, then when you disappear hes able to lower it again. May even have some software that automatically adjusts his bid to where it needs to be to find position 1, or higher than you.
