...but I'll ask it anyway:

Am I better off choosing "blue widgets" for a keyword or "blue widget"? Or both? If both, is there a particular order that I should put them in?

I would go with both to start off with. The stats will soon tell you what's working and what's not.

I don't think there is an order aspect to Adwords - the keyword list seems to get ordered by the system regardless of the order in which you enter the terms.

If I were crafting a page title (title element), I might do something like this...

<title>Widget - Cheap Blue Widgets in California</title>

...or something to that effect. You can be creative when targeting singular and plural terms.

In regards to AdWords titles, you have limitations and need to be creative with title and description. There will be others who are more adept in the AdWords thingy than I.

Actually, it isn't really a basic question. You would be surprised how many advertisers miss the plural keywords. I think it happens because with OV, you don't have to so I think many people forget when they are on adwords. That, or they rely solely on OV's keyword suggestion tool, which will omit the plural.

You are always better off putting in as many variations as possible. All possible plurals, misspellings and typos. Adwords will initially sort them alphabetically but will begin to sort them by # of immpressions as the immpressions occur. So it does not matter what order you put them in .
