Can Google deduct the cost of advertising directly from adsense account?

No.

I've asked google that a number of times. Hopefully this will change with Google Accounts (or whatever it's called).

I would really like this too along with being allowed to withdraw the balance to my US bank account.

Getting the cheque sent to the boonies and then having to resend it to Miami is just a problem waiting to happen.
