2 companies have 2 accounts

But ads at both accounts lead to the same domain. IS IT AGAINST TOS?

I was just asked to take repsonsibility for 2 accounts:

Account #1 belongs to the company 1 which is 100% owned by person A.
Account #2 belongs to the company 2 which is 50% owned by person A and 50% owned by company 3.

So, we have 2 companies and 2 accounts. The person A is involved in both companies but I think that this is still not against the TOS.

But the problem is, that the ads in both accounts lead to the same domain.

It is caused by some historical reasons and the companies persist on separate accounts because of bookeeping.

Ads from account 2 USUALLY lead to another part of the web than the ads from account 1. But there is also some intersection.

The same with keywords - the ads in one account are USUALLY triggered by another keywords than ads in another account. But again - there is also some intersection.

My question is: Is it against the TOS? Do you have any experience with simmilar problem?

I am afraid to ask the support directly - if the client made the mistakes I want to correct it, but of course I do not want him to be banned :-(

I don't think they'd be banned. If anything they would either fall under the "affiliate" rules (only one will appear for any given search). Or Adwords will treat them as one account (only one will appear for any given search).

I would not be afraid of contacting support. Worst case, they would probably force them to consolidate accounts.

Just my opinion of course, take it as you will.
