how can i re-active my account

Sep we dev a website use google adwords api and the website use many google registered trademark and help file,sep 23 we receive the google adwords groups's email tell me to revise,at once we revise the website,but my three adwords account still stoped, we to adopt email and fax to contact the adwords support,but can't receive any replay in the past 10 day , then i want to create a new account by new credit card ,when i created a new adgroup use the old url the new account was stoped also,is any body can tell me how can i re-active my adwords account,how can i contact the adwords support

Are you saying:

1) you broke the Google TOS by using registered trademarks?
2 You broke the Google TOS by having 3 accounts?
3) And when Google banned you, you broke the Google TOS by trying to get a new account with another credit card?

I deeply apologize if I am suggesting all kinds of innuendo here, but is this what you are trying to say?

i mean:
first time google suspended my adwords account because of my site used google registered trademark and help file,after i revise google replay "It has come to our attention that your Google AdWords accounts do not comply with our terms of service and advertising policies" and no more info,is that overlap advertising cause? because of when my account suspended i used a new credit card created new account post a old advertising,after 3-4 hour my new account is suspended also
