Is it double serving or not?

who...registered 2 domains (both show the same website). The question is this: If "he" were to setup 1 account for domain 1 and 2nd account for domain 2, and post a different ad BUT for the SAME KEYWORD, would this be considered "double serving" (which is, of course, against the TOS)? The URL for both would be different, but both click to the same site, BUT both companies are registered by a different person.

Second part of this question would be more philosophical and looking for responses: Financially, would it be smart or not anyways? (because of these considerations: 1. competing with yourself (positions, bids, etc); 2. you'd be "doubling" your exposure and thereby doubling your chance of click, BUT would your clicks (and CTR) for either domain (statistics question I guess) be LESS than it would be for having either ad listed alone? Your thoughts appreciated. It seems the website (even tho different URL, different person registering, etc) would be MUCH more likely to get clicked (in fact more clicks per AD than if listed separately).

Is is double serving? Um, maybe ;) but I guess its probably more against the spirit of the rules than actually breaking them. But its possible what you are seeing is a company who registers 2 domains, lets one of them be promoted by affiliates, and the other they promote themselves. So they arent double serving because they are only using 1 adwords account. I see that quite a lot.

I'd guess that the guy who is known to the guy that you know is already pretty sure of the answer to the question of whether this is double serving. And I'd suggest that this knowledge be his guide as he contemplates his next steps. ;)

Put candidly, what the friend of a friend seems to be contemplating amounts to one person disguising himself as two people in order to game the AdWords system - at the expense of other advertisers, some of whom may be members of this very Forum. This is decidedly not within the letter or the spirit of the TOS.
