Minimun CPC

I am new to the Adword field and am starting my first campaign today.

Based on researches, I don't want to pay for anything over $0.08 for each click. However, the keyword I am trying to bid on have a minimum CPC of $0.30. Does that mean I have to pay $0.3 per click? Is there a way for me to pay only 0.08 per click? Thanks a lot for helping.

Simply put, no. You need to bid $.30.

Yes, as Luke points out, you need to pay 0.30, or else your keyword remains inactive.
However, the Google bidding system is supposed to work like this;
once you bid the 0.30, and you have written a good quality ad that makes people click a lot, your CTR will rise. And a high CTR should result in a lower minimum bid, so you should be able to pay less than 0.30 later on. At least, that is the theory.
It appears that some of us indeed pay 0.02 or 0.03 for their keywords. I have some keywords that have now a 0.05 minimum bid while they were 0.10 a few weeks ago. The!@#$% part about all this is that you first need to invest money, and you don't if that's gonna pay in the future. It's like real business, actually;-)

humblebeginnings, For the purpose of getting the minimum bid reduced, what do you consider to be a high CTR?
