How google Choice Wich AD to show?

well if i have an AD with and domain like www.mydomain.com
and another guy are using the same domain to display in google adwords... how google choice wich AD to show?

i searched a few times for my keys, and always appears another guy AD, and not mine :(

i want to figure what can i do to be instead the other guy.

I tryed increasing the CPC but still without work.

Can someone explain me how it work?
