New campaing, new adgroup : "Inactive" keyword is showing up

I thought the new adwords system was to simplify the previous one, but the new seems harder to understand.
I created a new campaing and added a group of keywords with $0.05 bids. Some of them are showing the inactive label and asking me to raise to $0.10/0.20, however some of this group are triggering ads.
Please, help me understand this. What am I missing?

I think the worst thing everyone could do right now is to up all their inactive words to Google's minimum bids.

I changed some deserving ones, but most of the rest I'm going to take a wait and see attitude for at least a few days.

I also did one sneaky thing and changed the bids for a bunch of terms that now have no ads showing for them, but had ads showing last week. Sorry, gotta survive!
