Keyword Status "Disabled"

What does it mean now?

I thought there wouldn't be any more keywords with the disabled status after this change? We still have a few disabled keywords mixed in with our inactive keywords that ask for higher bids.

Are they just rolling it out keyword by keyword or is there something else we need to know?

Disabled status would be around for a few more weeks. In this time you are expected to delete them. If you still want those keywors you can add them back and you would be told what the Minimum CPCs on those are going to be. If you do not take any action they would be automatically deleted in a few weeks.
