We do not have an Adword account yet, but can you please descripe how does the site targeting happen? Which sites are given preeminence?
Like can you target particular sites if you believe they are high quality? How do you find them? Does Adword has the list of all sites categorized with traffic and so forth?

There are ways of finding sites within the adwords account. You'll probably understand more about site targeting by opening an adwords account and poking around for a few minutes than trying to absorb everything on the boards.
Once you get an initial feel for it within an adwords account, the info here will make a lot more sense.
