I still use operators as negatives. I definitely see a difference in highly SEOed industries.
I used to use, say, a CD title as a keyword. After 1 day, I'd have 3,000 impressions and 2 clicks and they'd get disabled. Now they can hold their own.
What happens is SEM people use -allintext crime and punishment to find out how many SERP listings contain the term. Those pages also will have AdWords selling that book. They just each got themselves an impression. Google really should be able to exclude those as impressions for AdWords purposes.
