My question is, what is the threshold where a keyword gets slowed so I can prevent this from happening all the time? Is it a certain CTR after a certain amount of impressions? For example, say a keyword "red beautiful widgets" has recieved 400 impressions and 1 click. Is it in danger of slowing down my ads? Suppose "blue beautiful widgets" has 200 impressions and 0 clicks. Will that cause the ads to slow?
How does one determine when to get rid of a keyword, and additionally, how am I supposed to know exactly which keyword(s) are slowing the account?
Edit: I do know about the Keyword Reports where I can monitor the performance of the keywords in my campaigns. I'm just trying to find out when "exactly" poorly performing keywords trigger the ad slowing.

Quoting from the Glossary in the Help Center (Bolding mine):
The AdWords system slows ad delivery for your in-trial keywords if many of your keywords consistently fall below the minimum required clickthrough rate (CTR) of 0.5%. Slowing affects only in-trial keywords; keywords marked 'normal' will continue to experience regular ad delivery based on your current budget settings.
