One of our sneaky competitiors is using a re-direct page to capture the 1, 3 and 4 spots on Google Sponsored links (We happen to be #2). Since Google has not caught it, do I chock this up as they found a clever way to legitamitely bypass the filters or is there someone I can submit this greivance to?

Muroch, most likely these are ads that has not been reviewed yet. But if they have been around awhile, or you're really concerned about it, you might want to just write in to AdWords support with details sufficient for them to find the ad. (keywords searched, display URLs, maybe even a cut/paste copy of the ads themselves.) They'll make sure it's looked into.

Like you, we have a vested interest in Ads Quality. ;)
