CPM Google Ads

Is there a way for publishers to choose if they want to show CPM or CPC Google Ads?

the CPM ads are treated as image ads and, as of right now, they only come in certain sizes. publishers who turn off image ads, and those that only publish non-CPM-compatibile sizes are effectively "turning off" CPM.

publishers are also able to disallow advertisers by URL.

as far as i know, there is no specific way to turn simply off CPM. in most cases, i think publishers will welcome CPM ads because according to google, they will only be displayed if they pay MORE than CPC would pay on each page.
