I go playing in Google's Sandbox and come away with some useful kw's. I 'add keywords' and 'estimate traffic' and one of these kw's shows as 'On Hold'.
But I haven't even saved it and added it to my campaign yet!
As you well know, the description for 'On Hold' status reads:
The ad(s) for this keyword are not being shown and don't meet our quality threshold. They will be shown in trial when more space becomes available.
Doesn't meet the threshold? It hasn't been shown yet!
When more space becomes available? I'm using less than 200 kw's - and nothing is 'In Trail'!
How does a kw that you've not even saved, let alone used, go straight 'On Hold'?

This is actually the way it's supposed to work, Syzygy. This is a feature designed to tell you - in advance of actually submitting - the status that your chosen keywords are likely to begin with.
This was a function which was often requested on this Forum, BTW.
