Has anyone else gotten their accounts slowed alot more then usual? I've had to restore delievery several times.

I'm not aware of any system issues that'd be causing this. My best guess is that you've probably got a large number of general keywords, which are getting impressions quickly, perhaps combined with what might be called "general purpose" ads.
By the way, if you were to 'Restore Full Delivery' without first making improvements to the keywords and/or ads, then it's very possible to get slowed again almost immediately.
In general terms, the key to not getting slowed it to create highly targeted Ad Groups comprised of lists of keywords that are very specific to what you have to offer, and then to have them show a crisply written ads about the very same thing.
