Duplicate Display URLs?

Hello, I received an e-mail from adwords after I asked them one why my keywords were getting no impressions. They said my keywords were approved, but my ads were not being shown because of the duplicate display URL rule now.

That was odd because I only send traffic to my landing pages, and not direct to affiliate sites. I doubt anyone else is using my display URL, and when I do a search for the keyword, nothing comes up.

Now, my only idea is that it may be because I have paused campaigns that have been active in the past and they probably have some of the keywords i'm using. Does the fact that they're paused mean nothing? Should I delete them before my new keywords will have a chance to be displayed?

I don't see where pausing campaigns has had any impact on ad showing.

What does the Ads Diagnostic Tool (under Tools) say when you enter one of your keywords?

I have a few campaigns and ads, and all the keywords are seperated by broad match, phrase, and exact. Here is what it shows..

The clickthrough rate (CTR) for this keyword does not meet the minimum performance requirement. (x6)

Although your ad is showing, it is not ranked high enough to appear on the first page of search results. (x1)

Another ad in your account is showing for this keyword. (x1)

I'm not sure what the first message means, but I get it for 6 of my ads. I think for the 2nd message, I may have to bump up the CPC in order to get it to show, and I assume the third message is related to the second message. Maybe i'll try bumping up the keyword CPC and see if that starts to display. It's a pretty popular keyword and low CPC, so perhaps that's why. It needs higher CPC to build up a ranking before I can lower it a little.
