Are they having problems with the network/databases?
I don't understand, I didn't change anything (budget, keywords...) and the current status is ACTIVE for all campaigns. Everything started tonight.
No use to write to Google. It's a system thing. I doubt the customer service can do anything about it. The only way to work around this is to restart the ads all over again, in another adgroup, campaign, or better in another account.

I can't really agree with that advice Gads. In my three years with AdWords, as both an email and phone support person, there have been very few issues that I wasn't able to assist with. And, for those few, I'd escalate to someone who could. I'm actually pretty passionate about helping advertisers to be more successful, and I know that to be a extremely common feeling amongst the support folks.
Anyway, I'd especially advise against starting a new account because one's ads are not showing up to expectation. It sort of puts me in mind of buying a new car when the old one stops on the freeway - but without first checking if there is any gas in the tank.
There are probably dozens of (easy to fix) reasons why an ad might stop showing, or slow its delivery - and one of the more common was suggested by mike_ppc who wrote:
