Phrase Match not being shown

Not showing "Normal" status ads

I've noticed a number of phrase matches that I have that are not being triggered even though the keyword status for them is "Normal".

When I go into Tools ¦ Ad Diagnostic tool and try the phrase it tells me:

Ad not shown ¦ Reason: The clickthrough rate (CTR) for this keyword does not meet the minimum performance requirement.

If that's the case, then shouldn't the keyword show either In Trial, On Hold, or Disabled? It's difficult to improve something that you don't know isn't working.

For example, I have the following keyword in Normal Status:

"blue widget"

If I search google for:

buy a blue widget today

My advertisement never gets triggered. And, yes, my daily budget is plenty high enough.

Am I missing something?

This sounds to me as an issue discussed a couple of weeks ago.

It seems that broad matches are firstly run as exact matches, and then, if they have good CTR, and G. thinks will have enough CTR for broad matches, they will go broad.

So I suggest you search for them as an exact match first.
