This is what AdWords says about them:
"We do not allow links to landing pages that generate pop-ups when users enter or leave your landing page. We consider a pop-up to be any window, regardless of content, that opens in addition to the original window."
Now, what happens is that on my landing page, if you move your mouse over a small "free newsletter" image on the left (and only then), a window shows up inviting you to enter an email address to receive a free newsletter with latest news and products.
What's your opinion about this situation? Is it against Google's Editorial Guidelines (quoted above)?

Or to put it another way, if I get to a page and see a "Newsletter" link, I almost expect a popup to appear when I move my cursor there. However, if I click on a page and a popup appears no matter what I do, then I'll be annoyed.
