Does using adwords keep PR lower? It would make since to me for them to do this, because the site would continue to utilize adwords. If the PR was higher, it might not be necessary to use adwords if the site ranked better in the normal listing.
Any insight?
Think of google as 2 seperate search engines, one is purely a cpc engine and the other is a free spidering search engine. Put the two together and you have google. main serp is the free with the cpc engine sitting on screen off to the right.

First, do you really mean PageRank by "PR", or do you mean the rank of the pages for any given search?
In either case, it'd be easily demonstrated, true or untrue. Note the rankings (or PageRank) for a given site that isn't in AdWords, and put it in. Note any changes. I've done it often enough in the regular course of business to be confident that there's no connection.

In January, a site I was paid to revamp wasn't listed in the top 500 for relevant terms. I immediately launched an adwords campaign for it, followed the advice here and didn't employ any shady tactics. Now it is on page one on the important keywords and phrases. Oh, it went from a PR1 to PR5 as well, so to answer your question- no, it doesn't look like using adwords has a negative effect on PR. I personally think it has a positive effect because other site owners see your site and may offer to swap links and/or be more receptive if you ask them. And beyond my experience, Google says it doesn't and I have not seen any reason not to trust them.
