Is there a way to outrank highly bid broad keywords?

I'm not sure if this has been tackled before, I think there might be one but not on it's own thread perhaps...

example.

broadkw - bid $5
modifierkw broadkw - bid $.50

ad rank 1 - broadkw
ad rank 2 - modifierkw broadkw

Is there a way to make ad rank 2 become 1 or it's a lost cause? :D

With the CPC difference, modifierkw broadkw would have to have a 10x higher CTR to take over the first ad rank place - so very difficult.

If you just want to make sure that when modifierkw broadkw is searched, it's shown instead of broadkw, but -modifierkw (negative keyword) in the group with broadkw, and make sure modifierkw broadkw is in a different adgroup.

Sometimes it seems impossible to overcome that bid gap, other times really good creative can so it, though it might still be necessary to hike the bids to $1.00 or $1.50

What's wrong with position 2? Are conversions better on position 1?
