Ad shown for the "on hold" keywords?

Does anyone notice this?

I created a couple of new ad-groups yesterday. Almost a third of new keywords were put "on hold" right away. This afternoon, some of these "on hold" keywords produced a lot of page impressions. My ad was shown every time I made a google search for these keywords. Are they supposed to be put "on hold"? If not, why they just labeled them as a "normal".

This link is not related to my point. My point is the "on hold" keywords are not really on hold. They're not difference with the normal keywords. They're showing up all the time and producing a lot of clicks (Some have CTR of over 10%).

Sorry I missed this question till now, FromRocky.

Essentially, 'on-hold' keywords are occasionally enabled to run for short periods, as a 'test' of their performance under current conditions.
