Measuring and Controlling Content vs. Search

I would like to measure and control individual keywords based on their ROI for Google's Search and Content networks. In other words, if "green widgets" performs well on both the Search and Content networks, I'd like to run it on both, and if "blue widgets" performs well on just Search, then I'd like to run it Search only.

The only way I can think of doing this is to create a Search only campaign with my keywords, and a Search & Content campaign with the same set of keywords, and measure the gap in performance between the keywords in each campaign to ascertain how a keyword performs in Search and Content individually.

Seems like a hassle and not very reliable. Is there an easier way?

sadly no, we track based on search terms and then we track same words on content only.... :(
