Is it true that when you pay for Ad Words google doesn't index your site in its organic results. If so, how do you get index outside of paid advertising?

AdWords and natural rankings are separate indexes.
One doesn't affect the other.

try to setup link exchanges with other webmasters in your industry get linked on their site and the googlebot will crawl over to you sooner or later.... just takes time..

Advertising with Google neither helps (nor hurts!) a site's rankings on Google.
