Example - I have an ad that is not bidding high enough to serve page one. A user searches and page one appears. Is that counted as an impression?

I'm pretty sure that if you're on the second page, you won't get counted for an impression on ads on the first page.
HOWEVER, if you have the top-stripe ads (aka G-spot), those ads will show for every page searched, leading to a few more impressions. given the fact that a comparatively small percentage of people visit the second page on search results (and given the fact that you need such a high CTR in the first place to get there), this shouldn't be too much of a problem.

Bakedjake, far from being moronic, I think this is a rather sophisticated question.
Of course, I may think that because I was several weeks into my AdWords training before I thought to ask it myself. ;)
But, bottom line, in order for an impression to be counted, the user has to see that page. In other words, if you're in line to show on page three, but the user only goes to page two - then no impression has been accrued for your keyword.
