I think I may have discovered a blatant fraud by an advertiser using Adwords. Anybody know how/where I should report it? The normal span email addresses don't seem to apply.
Are there FTC/DOJ channels I should pursue?

The advertiser uses a reportedly independent research .org site to promote a product sold under two different names on two different sites. The .org site heralds both products as the best available based on what consumers say. But...the consumers report their findings via a completely controlled non real-time forum. In fact, some of the posters may be fictitious people. I say as much because many of the postings appear to answer common questions and make very positive comments about the product.
I don't know if this is legal. At best it is highly deceptive.

You can report it to the Adwords support team via the contact us link. But before that make sure you have some effective tracking software. If possible assign unique URL for the PPC campaign to monitor the click fraud activity more easily. Try to maintain the detailed record of all the incoming traffic. This will arm you with the evidence you may need to prove your case should it become necessary to provide documentation for a refund request.

I very much doubt Google will do anything about this. The FTC (if you're in the US) is a better bet.
