This is annoying that it's costing me $5 to restore full delivery when there is no maintenance that is needed on my keywords. I am getting about 40k impressions per day and have over 0.5% CTR. All my keywords are "strong" or "moderate".
Is there a way that my delivery will get restored naturally without costing me $5? Although I'm probably better off just paying the $5 every 1-2 days just so I don't lose out on potential revenue.
The only thing I can think of is perhaps the CONTENT MATCH is messing up my CTR, but it's not being shown as "at risk" or "slowed" in any of my keywords.

Has anyone had the pink box warning of slowed delivery several times a day, yet have no "slowed" or "at risk" keywords?

Sorry for the annoyance, dottom. This is almost certainly the result of the servers that are delivering your 'status' stats running behind the servers that are delivering the stats for your impressions and clicks. In other words, there are in fact keywords that are slowed, but the stats that say so are running behind.
It is most noticeable, of course, when your keywords are gathering impressions at an especially rapid rate - as very general keywords are likely to do.

It is possible for this to happen, but it's not highly likely. The best course of action, really, is to review your keywords and, at least until the account it really healthy, make sure they are well targeted as opposed to being general.
For example, although it is not a rule by any means, single-word keywords can be notoriously difficult to keep running. And if you are using broad or "phrase" matching, be sure to protect your keywords with a well thought out list of negative keywords.

No worries here. The clicks and impressions from content partner sites are not figured into your 'status' at all - in fact, its only impressions and clicks from Google that are counted.

If I could make a recommendation. Looks like the root of the problem (I realize it sounds like I'm complaining) is that if the updating of keyword status by Google lags, they should not punish us by slowing delivery of ALL our ads while we wait for the lag to catch up (it's at least 48 hours behind right now as all my keywords are "strong" or "moderate" when I received the last notice).
Also, Google should only slow ad delivery of that SPECIFIC AD and not ALL ADS. I have 50 campaigns and if 1 campaign has keywords that are slowed I get punished.
I'm almost tempted to set up a second account just for my strong campaigns so that if my account is ever slowed I don't lose any impressions.
