Google Adwords - Unanswered questions

There are some unanswered questions with regards to Google adwords which keep revolving in my mind. I wish someone would answer them:

a. A advertiser creates a campaign and targets it geographically to US only. Now, if any other person outside USA (e.g. China) searches with the keyword and
specifies &gl=us from china, he can see the US listings. Now will that be counted as a impression
for the advertiser in US? If he clicks (in china), will it be calculated as a click?

If yes, then it would lead to a impression fraud and click fraud in a big way.

b. Yesterday, in one of our client's campaigns, there is a keyword with 1 impression and 3 clicks. How could it happen? Is that possible?

c. We spend efforts and time in creating specific ad copy for keywords in the campaigns, but recently we have seen some of the competitors copying bits and pieces of Ad copy and using it with minor changes. Is there a way to stop this copying?

If no, then anyone can use other companies ads with lil changes here and there.

d. For 2 of our keywords in the campaign the Avg.CPC is more than the assigned MAx CPC. Is that possible that the Average CPC for a keyword can be more than the MAx CPC?

I think thats all I have in mind for now. I will explore more as I dig deep into GAW ;) Hope someone would answer these and clarify.

As I understand it, the geolocation of the browser's IP address is what counts. It can still be fooled by using a proxy in the location you wish to appear from though. But, that is likely a lot harder than simply appending something to your google URL.

I only ever see this kind of stuff when viewing stats for the current day when reports for impression & clicks are out of kilter. I have yet to see it where the stats have been fully consolidated.

I don't think you can do anything about this. It is flattering though isn't it? When I see that I improve my ad even more so that the two sets of ads don't look the same. Let them play catch up.

This is almost certainly a 'date range' issue - and, no, when looking at a date range after a Max CPC is set, you should see no clicks with a CPC higher than that maximum.

My guess is that at some point you've lowered the Maximum CPC, and that when you saw an Avg. CPC higher than the current Max CPC, you were looking at a date range that included clicks at the higher Maximum CPC you once had.

Many advertisers seem to be unaware of the date range tool, and that it has a 'sticky setting'. The date range tool offers you the opportunity to see your stats for any date range of your choice, ranging from 'today' to 'all time'. You can see any particular day, or any range of days in the life of your account.

This date range setting is 'sticky', however, and stays where you put it until you change it again. For this reason, whenever I log into an account, the first thing I check is the date range setting. Wthout knowing the date range for the stats one is looking at, they're not partiularly useful - and can even be confusing.
