Syzygy is correct, in that you basic bid applies across all countries that you've targeted, in the campaign in which the Ad Group exists.
However, be aware that you may have very different levels of competition in different countries - and a Max CPC that puts you first position in one country with little competition, may put you on the second page in another country, with lots more competition.

If you want to make unique settings per country, then you probably want to be creating separate campaigns targeted to the country/countries in question.

And in terms of AdWords specifically, to target different languages/countries, you go to the 'Edit Campaign Settings' page in existing campaigns.
For new campaigns, you start with the 'Create New Campaign' link from the Campaign Summary page - and language/country targeting is the first step in the process.

I am thinking about this. But I remember the rank of ad is determined by CPC*clicks. So if I create separate campaign, basically I dilute my CPC*clicks and affect the rank of my ad. Am I right? Any way to create separate campaign without affecting my ad rank?

Is a country based on the IP address, on the specific Google search engine or what?
What if you're living in the UK, but your IP is hosted in USA? What if you're in India, but you're using the UK google search engine? When does it show up?
So -

You would see US ads, unless you went to .co.uk
What if you're in India, but you're using the UK google search engine?
You would see UK ads.
Google.com is ip based (I think) so if you wanted to see your local ads in other countries you would have to go through a proxy or start adding &gl=us, &gl=uk, etc to the end of the search URL's.
