I have some ads in google for the USA market on google...
When bidding how does google handle my currency..
As £1 = 1.64 USD $$
So if I am bidding against other for a same keyword does it know that 0.40p = 0.66c
I have a feeling it might be:
0.40p is being bid against 0.40c
Hope someone can clarify.

Because there are factors like campaign maximum, CTR, phrase vs. exact match to take into account I'd imagine that the price is fixed every so often (maybe once a day), and the ranking is based on that.
But that's an opinion, I think only Google will have the answer, and it could well be that £=$, if so then bid in $, they give you the choice, so it's no big deal. Those other factors will put enough of a cloud around the whole thing for it to be easy to gloss over.
ROI, I repeat, ROI, although others might seem to be getting a better deal, if you make money, worry about your campaigns and strategy, continue to work on reducing the cost per click and the currency issue won't matter.
Maybe GG could shed some light on this?
