Is that your overall CTR? Or is that just your search CTR?
Because, in measuring (evaluating) your CTR, you should factor OUT content targeting.
I can have 10% CTR search and .09% Content. And since content usually has more impressions, it brings down my overall CTR considerably.

I would first want to tackle cost per click. I read about listings under $.25 but we are much higher and our budget is not rich enough to support increased traffic at our current $1.38 rate (content only).
Next I would tackle CTR, assuming we could maintain the same level of targeting for clicks. We have a conversion metric we use, and I feel the AdWords results are acceptable, so a higher CTR would mean more prospects on our site.
Finally I'd like to increase the overall AdWords generated traffic. We have been active in PPC with Google, Overture and Business.com. Our efforts have included building up the number of targeted search terms. We have over 600 at this point, all taken from our web logs. It's just that we are in a niche B2B area so the total numbers of relevant searches are not large.
Any and all help the pros on this list can offer is much appreciated!
That is just the search CTR. I turned off content a while back, probably because I didn't really understand it, and because it had few clicks at high cost.
