For the last 3 months or so, several of the keywords have had a CTR of less than 0.2% (it hovers between 0.1 and 0.2), but still the campaign is running. One of the keywords had had 32 clicks and 16,000 impressions and the entire campaign has not fared much better.
I have a keyword with a CTR of 0.1% showing as moderate, and most of the campaign is strong.
Do you think it's because the clicks are around the $2 mark it's still alive?
Oh, and it's syndicated and not on content networks in case you think that might be why it is as it is.
Will it last forever? Who knows.
What if Google checks the average CTR of all the advertisers for certain keywords (over a period of time)? If it determines that the avg CTR for all the advertisers was always around 0.3 or 0.5%, then it might let your keywords run forever.
If that's not the case, it would be great if Google changed their system to give special concessions to such keywords.
For certain keywords, it seems to be very difficult to achieve good CTR. Not because your ad copy is bad but because the surfers realize what Google AdWords is and what organic results are.

No, this doesn't really enter into it.
More than likely these low CTR keywords continue to run because of the fact that CTR is normalized for postion. More info is in the thread that eWhisper pointed to a few posts ago.
