You will receive a credit to your account if Google delivers over 20% more clicks than your daily budget allows. Google does not charge you for these extra clicks and automatically issues a credit on your invoice. The extra clicks are displayed on your reports so that you have accurate records of your total clicks.

Is a refund then only given when the daily spend exceeds the maximum daily spend by 20% or more? What happeneds if it exceeds it by only 10%?

Yes it is only for over 20%, less than that and they pick it up by under-delivering for the rest of the month, so if you said I only want to spend $1000 a month then if it was over $40 you'd get an overdelivery credit and anything less than that and you'd get less than $33.33 worth of traffic to compensate.

It's effectively telling you that your daily budget is insufficient to be show during the entire day.
