Question About Impressions

What does Google consider an impression? Is it when your add shows on someone's computer screen? Or do they consider an impression when your ad shows up on a search, even though it's on page 10 of the search and never actually seen by the searcher?

By Google's definition: "The number of impressions is the number of times an ad is displayed on Google or on sites or products in Google's ad network."

So, an impression is when the ad is displayed. If the ad is on page 10 but the searcher is just looking at page 1, it will not be counted. However, the ad is at the bottom of page 1, say at #8 while the searcher clicks at #1 and does not bother to scroll down. The ad will be counted for impression, as I believe.
