I guess it's Google that didn't have these IPs included in their database to ensure the correct geo-targeting.
AWA, can you help to refer this to your technical people? I have a friend in our ISP and I've got the new IP ranges in my hand. If you need I'll send them to you.

I agree that it is much better for an advertiser to contact AdWords support, using the info that Jenstar provided - or use the 'Contact Us' link at the top (and bottom) of every page in an account.
This will allow AdWords support to look at the actual account in question, which of course is invaluable when troubleshooting an issue.

Based on my previous experience with Google for a technical problem, I thought it might be quicker to have a problem solved by asking for help from AWA directly in this forum. Up until now I'v got no response from Google for my request yet except an auto reply email. :(
I spend $1500 a month on Adwords and I'm planning to invest more on it in the future. There are 200,000 of ADSL broadband subscribers for our ISP and they can be divided into two groups, the customers of Adwords and users who click Adwords ads. Both two can bring revenue to Google.
If Google thinks these users are dispensable, that's OK because I can work out a way around for my personal benefit anyway.
