Order of broad match keywords

Does the order of broad match keywords have any impact?

Google recently was kind enough to provide some feedback on one of my campaigns. On one block of ads their recommendation was I add something like:
blue widgets
green widgets
red widgets
to an ad group that consisted of
widgets blue
widgets green
widgets red
In other words, they suggested I add the words in a different front-to-back order. I would have assumed that my widgets blue keyword would show up for both blue widgets and widgets blue.

There was no indication of exact matching for these phrases, so I don't think that was the point.

Am I missing something to do with the order of keywords?

I don't know the answer to your question but I can tell you that if your keywords are "blue stuff" your ad will appear for:
blue stuff
stuff blue
bluestuff
stuffblue

I hope it helps and I wish somebody can answer your question because I really want to know that too!

I think google gives people the words backwards (green widgets, widgets green) so that you think about the concept for your phrase and exact matches.

For broadmatching, if the query contains all the words one of your bids contains, it will show up.

So if you bid on (broad match): green widgets.
You'll show for:
green widgets
widgets green
how to make green widgets
making widgets turn green
