And then the $$$ they are spending to keep them floated in the #1 spot? And now that I actually click some of their ads, every single one out of about 10 broad searches has gone to an error pages. Is it all about exposure for them, and they dont care if they have the relevant content or not? Would a smaller advertiser get away with this?

Google makes exceptions for bigger advertisers?
As time goes by, BOTH Google and Ebay are realising that there are better and more profitbale routes to market, resulting in better ROI.
Hence the reason for discontiniung CPM deals.
