please can somebody explain me the exact meaning of this condition found inside google terms:

You may not run multiple ads linking to the same or similar site on the same search results page.

It means you can't have two seperate adword listings for the same website, on the same search results page.

For example, if someone searched for "widgets" on google, an advertiser cannot have two ads served at the same time like this:

Buy Widgets Here
Great prices on
the best widgets
widgets.com

Ad #2
Get Widgets Fast
High Quality Widgets
For a Low Price
widgets.com

The only way you can have two ads like above is if they are in the same adgroup. If they are in the same adgroup only one of the ads can be served on a results page.

You can have the exact same ad for different keywords.

What Google means but not allowing multiple ads linking to the same or similar site is that you cannot have two ads pointing to the same URL on the same results page for any given keyword.

sebans/hobbnet - let me try to clear some confusion here.

You CAN have two ads in the same adgroup pointing to the same URL. In such cases, what google does is alternates between the two ad copies. Actually, it is a good idea to have two ad copies for an adgroup because you can compare the two ad copies and find out which one is performing well. You can later delete the non-performing ad copy.

Allright now, what does google mean by this -

You may not run multiple ads linking to the same or similar site on the same search results page.

This can happen only when you have two different Google adwords account. If you bid for the same keyword with the same URL in both the accounts, Google will show both the ads (which is totally unfair to other advertisers, and degrades surfer experience).

Of course, you carry the risk of being banned from their advertiser network since you are breaking their terms of service.
