Page Rank Dilution with outbound links

Do links that are pointing to internal pages dilute page rank like a link pointing to another site? For example a page has 100 links that are pointing to the interior pages of the site and there are 10 links that are pointing to other sites. Are the links pointing to other sites heavily diluted because of the links pointing inward?

Roughly speaking, the "flow" of a page's PR is divided among whatever links are on the page.

If you have lots of internal links on a page that has links pointing out to other sites, those other sites would get a smaller PR boost than they might have if you had fewer internal links on the same page.

Making sure you have lots of internal navigation links is a way to keep a bigger portion of your PR circulating within your own pages, while still providing useful links to other sites.
